MMDA to hire hearing-impaired individuals to monitor CCTVs in NCR


Manila, Philippines — The Metropolitan Manila Development Authority (MMDA) has officially sign a Memorandum of Understanding (MOU) with the Dela Salle-College of St. Benilde (DLS-CSB) for the hiring of deaf and mute individuals to man the monitors of the CCTV (closed-circuit television) cameras installed along several major passageways in the National Capital Region (NCR).

The MMDA General Manager Tim Orbos said the that the new project, one of the initiatives of the Inter-Agency Council on Traffic, is foothold on studies which show that persons with hearing impairment have elevated or more keen to details using their sense of sight.

“There are studies which indicate that when a person loses one of the bodily senses, the other senses are more sensitive or heightened. Their visual acuity is sharper,” Orbos said.

The MMDA GM stressed out that the agency wants to engage individuals with hearing disability to show their worth in the workforce as well as to complement the current personnel at the Metrobase, the MMDA’s monitoring center.

“They will undergo training. We might employ a flagging system for them to alert Metrobase team leaders if they see something on cam that needs immediate attention on the ground,” Orbos noted.

Orbos also said that these persons with hearing disabilities would also be valuable in monitoring traffic incidents on the thoroughfares or traffic violations committed by motorists in Metro Manila.

DLS-CSB, an educational institution that runs the School of Deaf Education and Applied Studies shall provide the Metropolitan Manila Development Authority the agreed number of qualified graduates for possible employment. The DLS-CSB shall assist the MMDA in the orientation and integration of the deaf. Furthermore, the DLS-CSB shall assign a project coordinator who will conduct monitoring and provide feedback on the effectiveness of the deaf and mute persons in the MMDA project. The MOU will be effective for a period of 12-months. —
