MANILA, Philippines – The Department of Health (DOH) Secretary Paulyn Ubial recently flew to China, where she attended an event and signed a memorandum of understanding (MOU) for the construction of a 10,000 bed space mega treatment and rehabilitation center in the Philippines.

The DOH spokesperson Eric Tayag stated on Tuesday, September 20, as he explained secretary Ubial’s absence during the press conference.

“There is someone helped our country so that we can have a 10,000-bed mega treatment and rehabilitation center, the one located in Fort Magsaysay,” Tayag said in to the press.

Moreover, Tayag is not sure if the memorandum of understanding that Ubial signed is between the Philippine government and the Chinese government. The Malacañang Palace on Monday, September 19, told the reporters that will be at least 4 drug rehabilitation centers slated to be built in military camps in major regions in the country.

The Philippine President Rodrigo Duterte earlier said that one of the treatment and rehabilitation centers would be built in Fort Magsaysay, a military camp in Palayan City, Nueva Ecija. Duterte further said that the Chinese government has offered to help pay for the said facility.

Since Rodrigo Duterte occupied the presidency a day after his oath taking, there have been 3,295 deaths linked to the Duterte administration’s aggressive war on illegal drugs. That said, 1,167 are drug personalities killed in police operations, while the 2,128 are victims of extrajudicial or vigilante scheme killings.

The “war on drugs” campaign has also seen 715,699 drug surrenderees, with 662,594 of which are drug users, while the others are pushers.

According to data obtained by Cetureon from the Dangerous Drugs Board, it shows that there are only 15 government-owned residential treatment and rehabilitation facilities in the Philippines.

In a press conference on September 14, DOH secretary Ubial said that only around 500 out of more than 700,000 people who surrenders have been admitted in the said treatment and rehabilitation centers in the country.

Meanwhile, the Health secretary is now on her way to New York City to attend a series of conferences. –
